5/30/2021: Nominations for the open Lake Quinn Association Board Member position have been received. Ballots will be sent this week, and are due in by July 1. Thank you for those who nominated candidates, and thank you to the candidates for participating.
This will be a mail in ballot process, similar to last year. You will receive your ballot by mail, with a return envelope. Please be sure you vote by July 1. Ballots will be opened the first week of July.
4/22/2021- Important Message: The seepage issue was completed and approved by DEP and our engineer.
DEP provided us with refill instructions that allows the water level rise to one foot per week. We need to verify we are in compliance with DEP's directives by taking daily measurements and pictures of the water level and sending them to DEP. Likewise, our engineer wants us to slowly raise the water level over the newly repaired area so as not to wash out the repair work.

> The Good News Is : The lake is now refilling in accordance with DEP's directive and we have increased the water level significantly since we began the refill operation. We expect to reach the normal water level in a few weeks as long as we do not enter a dry spell. Hopefully we will benefit from the Spring rains and our lake will be refilled shortly. The Lake can be used by all Association members, but do not get within 10 feet of the dam. We still need to set out the buoys.

The USDA notified the Lake Quinn Association Board that they denied funding the additional $215,000 loan needed to complete our dam construction. Currently, the Board is exploring options to secure funding that will inevitably result in special assessments to each Association member. Please come to this meeting to discuss our options to secure funding so that we can ensure completion of our dam project ASAP.

Dam Construction Status: 3/27/2019 Over the past weeks, Bill Hiller and Mark Brojack have met with the Dam Engineer and Pioneer Construction. The DEP informed our Engineer that they are now requiring more complete repairs be made to the 30 foot section on the right side of the dam. Previously, the extent of repairs to this section were being negotiated by our engineer and DEP. DEP’s final ruling will now require us to complete more extensive repairs. Our engineer, Keystone Consulting and Pioneer Construction are in the process of estimating the scope and additional cost of this repair, and plan to include this repair in the overall project. Pioneer Construction plans to resume site preparation as soon as the construction site is stable enough to bring in their equipment. The current plan is to bring in pumps to assist in drying out the saturated area by the dam to allow construction to resume, which has been impossible due to water levels exceeding the maximum level required by the DEP. Pioneer plans to prepare the construction site and bring in their equipment by the end of the month. If favorable weather conditions exist, construction is planned to resume during the latter part of April or early May. Lake Quinn Association Board of Directors
Dam repair status (1/10/19): The water level in the lake, and at the dam repair site continues to be a major issue in continuing the repairs. Lake Quinn Board Members have been in constant contact with Keystone Engineering and Pioneer Construction, but with the water level above safe levels, as determined by the DEP, we are unable to proceed with repairs. As frustrated as we all are that this condition exists, we will continue to monitor, and as soon as able , we are confident that the experts will attend to our issue. Rest assured, the Lake Quinn Board, and committee members have this as the number one priority in all of our activities.

Lake spraying starts July 22. There are restrictions for Lake use during that time:
Day 1: Pets are not to consume lake water
Day 2: No one is to consume lake water
Day 3 : No irrigating with Lake water.
We will see an improvement in the amount of weeds in the lake after the lake is sprayed.

Lake Quinn Association Board of Director’s 2021 Election Results

Re: Lake Quinn Association election 2021
A quorum of the Board met on Sunday July 11, 2021 at 9:30 am to count the votes from the 2021 general election to fill a three-year BOD position. Board members participating in the election vote count were: President Mark Brojack, Vice President Tony Gisolfi, BOD member John Giknis, and BOD member Tom Hollister. The two eligible candidates for the open three-year position were Dave Lescinski and Robby Young. Forty-one mail-in votes were collected with two votes determined to be ineligible due to nonpayment of dues. The resulting thirty-nine (48% of total) eligible votes were counted out of eighty-one total Association members (100%).
The results of the election are as follows: Dave Lescinski = 25 votes Robby Young = 14 votes Total Eligible = 39 votes Three-year Board Position - Dave will serve the three-year Board position previously held by Tom Hollister. For those of you who are new to Lake Quinn, Dave has previously served as President and he has been a plaintiff along with others in law suits to protect the lake from outside interests. I want to welcome Dave back to the BOD and look forward to working with him once again. I especially want to thank Tom for his many years of service to the Lake Quinn Association. Tom has been president of the LQA for a period that spans ten years. Afterwards, Tom served as a BOD member for a three-year term. Throughout his years of service Tom has been instrumental in advancing the integrity of the Association and moving it forward. Tom has been an inspiration to many of us and his daily participation will be greatly missed. Secretary Position -
Robby Young has agreed to fill the Secretary position that was vacated due to the resignation of Secretary John Pena. The Secretary position is a two-year Officer position. Robby will complete the one-year remaining term. All Officer positions are up for re-election in 2022. I want to welcome Robby to the Board and look forward to working with him. I want to thank John Pena for his many years of service both as Secretary and as a BOD member. John has devoted numerous hours of his time volunteering for various tasks that needed to be completed throughout his tenure. John’s participation going forward will greatly be missed.

June 7, 2021
On June 3, 2021, Pioneer Construction completed the improvements to the soft soil area in front of the original core wall of the dam that was the source of the seepage we were experiencing. They also re-compacted the soils immediately surrounding the original core wall and new spillway with very minor change to the surface layer. These areas appeared to be well compacted and stable prior to the additional work. The May 5th storm actually helped in compacting the area and provided a layer of silt that helped to seal the surface. No subsurface voids were noted. There was no seepage observed during daily inspections for the week prior to these improvements. We are now once again in the process of refilling the lake and will continue daily monitoring for any abnormal signs of whirlpools or seepage. DEP is requiring us to refill the lake in accordance with their approved refill plan that limits the refill level to 1 foot per week. It will take several weeks to get the water level back to normal depending on future rain falls. We are required to monitor the lake level daily and report to DEP on a weekly basis. As of today, the valve is lowered to ½ inch which is the lowest we can place it and maintain water flow downstream. If any signs of excessive seepage or whirlpools occur we must stop the refill and notify our engineer and DEP. The level today is 1349.2'. Normal pool is 1352.0' Dam access is restricted. The Tempertons, who live at the dam and own the property surrounding it are concerned about people entering their property and going onto the dam without permission. The access road going to the dam is owned by the Tempertons. Please do not enter the closed gate and trespass onto their property. The Lake Quinn Association has an easement to use their road to perform maintenance to the dam only. No one is allowed to visit the dam for any reason without their permission. The dam area is private property and it is restricted from access to anyone other than a Board approved individual for maintenance purposes only.
Election ballots have been mailed and the Board will open and count them during the July 4th weekend. Results will be posted to the website and the bulletin board. Due to continued COVID concerns, the Board will postpone the General Meeting for Association Members ONLY until September of this year. We will post the date and time when it is known. Please attend.
The lake is open for use while the refill process continues.

Update on Dam Seepage Resolution
May 30, 2021
To recap the seepage issue - while refilling the lake seepage occurred in late November on the side of the dam where the new construction meets the old wall. It was determined that the area was improperly backfilled with the incorrect material. The process to get this correct has taken a very long time to resolve in that our engineer, DEP, and the construction company had to agree on a solution.
The time it took for them to agree put us into the winter months and their fix it took a long time to get completed. Then as the water level rose again, the seepage continued but at a much lesser rate. Throughout the refill process DEP required us to raise the water at a slow rate which added to the time it took to identify where the seepage was occurring.
Once it was again identified, we refilled the area with additional approved material. After this, the May 5th storm actually helped by packing down the area, but it also left some indentations in the soil that we need to top off with additional material. During this coming week, the construction company is going to top off the area and tamp it down with additional approved material. We are hoping that this will be the final work needed and we can once again raise the water back to its normal level this week.

Dam Seepage Update March 17, 2021
LQA Association Members
During the refill of the lake a seepage issue occurred at the left side connection wall in late November 2020. To address the seepage issue our engineer devised several plans for discussion with DEP and submitted them on December 29, 2020. After reviewing the options with DEP, our engineer submitted his final plan to DEP for approval on January 25, 2021. On March 15, 2021 we received the go ahead from DEP to proceed with correcting the seepage issue per our engineer’s plan as submitted. The plan consists of excavating to the base of the left connection wall, installing a bentonite mat, slurry grouting any existing voids, and reconstruction of the upstream earthen section facing the dam. Within the next week, we will be meeting with our engineer, the construction company, and DEP to establish a timeframe for completing this work. A quorum of the Board met on Sunday July 11, 2021 at 9:30 am to count the votes from the 2021 general election to fill a three-year BOD position. Board members participating in the election vote count were: President Mark Brojack, Vice President Tony Gisolfi, BOD member John Giknis, and BOD member Tom Hollister. The two eligible candidates for the open three-year position were Dave Lescinski and Robby Young. Forty-one mail-in votes were collected with two votes determined to be ineligible due to nonpayment of dues. The resulting thirty-nine (48% of total) eligible votes were counted out of eighty-one total Association members (100%).
The results of the election are as follows: Dave Lescinski = 25 votes Robby Young = 14 votes Total Eligible = 39 votes Three-year Board Position - Dave will serve the three-year Board position previously held by Tom Hollister. For those of you who are new to Lake Quinn, Dave has previously served as President and he has been a plaintiff along with others in law suits to protect the lake from outside interests. I want to welcome Dave back to the BOD and look forward to working with him once again. I especially want to thank Tom for his many years of service to the Lake Quinn Association. Tom has been president of the LQA for a period that spans ten years. Afterwards, Tom served as a BOD member for a three-year term. Throughout his years of service Tom has been instrumental in advancing the integrity of the Association and moving it forward. Tom has been an inspiration to many of us and his daily participation will be greatly missed. Secretary Position -
Robby Young has agreed to fill the Secretary position that was vacated due to the resignation of Secretary John Pena. The Secretary position is a two-year Officer position. Robby will complete the one-year remaining term. All Officer positions are up for re-election in 2022. I want to welcome Robby to the Board and look forward to working with him. I want to thank John Pena for his many years of service both as Secretary and as a BOD member. John has devoted numerous hours of his time volunteering for various tasks that needed to be completed throughout his tenure. John’s participation going forward will greatly be missed.

On June 3, 2021, Pioneer Construction completed the improvements to the soft soil area in front of the original core wall of the dam that was the source of the seepage we were experiencing. They also re-compacted the soils immediately surrounding the original core wall and new spillway with very minor change to the surface layer. These areas appeared to be well compacted and stable prior to the additional work. The May 5th storm actually helped in compacting the area and provided a layer of silt that helped to seal the surface. No subsurface voids were noted. There was no seepage observed during daily inspections for the week prior to these improvements. We are now once again in the process of refilling the lake and will continue daily monitoring for any abnormal signs of whirlpools or seepage. DEP is requiring us to refill the lake in accordance with their approved refill plan that limits the refill level to 1 foot per week. It will take several weeks to get the water level back to normal depending on future rain falls. We are required to monitor the lake level daily and report to DEP on a weekly basis. As of today, the valve is lowered to ½ inch which is the lowest we can place it and maintain water flow downstream. If any signs of excessive seepage or whirlpools occur we must stop the refill and notify our engineer and DEP. The level today is 1349.2'. Normal pool is 1352.0' Dam access is restricted. The Tempertons, who live at the dam and own the property surrounding it are concerned about people entering their property and going onto the dam without permission. The access road going to the dam is owned by the Tempertons. Please do not enter the closed gate and trespass onto their property. The Lake Quinn Association has an easement to use their road to perform maintenance to the dam only. No one is allowed to visit the dam for any reason without their permission. The dam area is private property and it is restricted from access to anyone other than a Board approved individual for maintenance purposes only.
Election ballots have been mailed and the Board will open and count them during the July 4th weekend. Results will be posted to the website and the bulletin board. Due to continued COVID concerns, the Board will postpone the General Meeting for Association Members ONLY until September of this year. We will post the date and time when it is known. Please attend.
The lake is open for use while the refill process continues.

Update on Dam Seepage Resolution
May 30, 2021
To recap the seepage issue - while refilling the lake seepage occurred in late November on the side of the dam where the new construction meets the old wall. It was determined that the area was improperly backfilled with the incorrect material. The process to get this correct has taken a very long time to resolve in that our engineer, DEP, and the construction company had to agree on a solution.
The time it took for them to agree put us into the winter months and their fix it took a long time to get completed. Then as the water level rose again, the seepage continued but at a much lesser rate. Throughout the refill process DEP required us to raise the water at a slow rate which added to the time it took to identify where the seepage was occurring.
Once it was again identified, we refilled the area with additional approved material. After this, the May 5th storm actually helped by packing down the area, but it also left some indentations in the soil that we need to top off with additional material. During this coming week, the construction company is going to top off the area and tamp it down with additional approved material. We are hoping that this will be the final work needed and we can once again raise the water back to its normal level this week.

Dam Seepage Update March 17, 2021
LQA Association Members
During the refill of the lake a seepage issue occurred at the left side connection wall in late November 2020. To address the seepage issue our engineer devised several plans for discussion with DEP and submitted them on December 29, 2020. After reviewing the options with DEP, our engineer submitted his final plan to DEP for approval on January 25, 2021. On March 15, 2021 we received the go ahead from DEP to proceed with correcting the seepage issue per our engineer’s plan as submitted. The plan consists of excavating to the base of the left connection wall, installing a bentonite mat, slurry grouting any existing voids, and reconstruction of the upstream earthen section facing the dam. Within the next week, we will be meeting with our engineer, the construction company, and DEP to establish a timeframe for completing this work. The water level will need to recede to a level where the work can be done. Our aim is to get this completed as quickly as possible so that we can resume refilling the lake.

I want to thank all Association Members for their patience and support as we complete our lengthy, tedious, and stressful dam reconstruction project.
During the process of refilling the lake the water level has risen to the bottom of the newly constructed primary spillway. On Monday 11/16/2020 some cloudy seepage was observed downstream of the dam.
The source of the seepage was traced to an area in front of the left side of the secondary spillway where the new construction is connected to an existing concrete wall by a short four-foot high connection wall.
The connecting wall was constructed to join the newly built secondary spillway to the existing concrete wall. It sits on soil that backfilled the original rock wall. Water is seeping through the top of the soil backfill and flowing under the connecting wall and through the rock dam exiting at the base on the downstream side of the dam.
We discussed the situation with DEP and our Project Engineer on Thursday 11/19/2020. DEP stated that the dam is structurally sound, but we need to address the seepage so that it does not further erode the soil backfill.
At this time, our Project Engineer notified Pioneer Construction and he is working on a solution that might include excavating the eroded area and refilling it with a non-porous material such as clay or cement grout.
Once a solution is determined, we need to present it to DEP for their approval before any corrective action can be taken.
In the meantime, we are maintaining the lake at its current level where the seepage ceases to flow.

The Dam repair has been completed! After a long and drawn out process, the concrete work is complete. Pioneer will return this week to finish clean up. We will then finalize permits for refilling the lake, which should be an easy process.

LAKE QUINN DAM CONSTRUCTION UPDATE
JUNE 20, 2020
Greetings,Our project is in its final stages. Pioneer Construction said that they will be finished by July 4th. The pump and its piping was removed yesterday and the first cap on our left secondary spillway was poured. We have just 2 more concrete pours, a cleanup and the project will be completed.
Once completed PA DEP will review As-Built Plans and issue a Construction Certification. We will then implement our refilling plan. For 2 ½ years we have been praying for the rain to stop. Now we must pray for rain!!
This Dam Construction Project has placed quite a burden on everyone in our Lake Quinn Community. We have lost over 2 ½ years of lake enjoyment plus the financial burden that goes along with it. A few weeks ago I read an article related to another dam in our area. It stated that Pennsylvania is second in our nation behind California for dam removals. That was quite shocking to me. Our dam could have been on that list. Saving our dam will not only increase our property values but also give us the enjoyment that this precious lake has to offer.
June 20, 2020: Pioneer removed the pumps and pipes on 6/19. They also finished the rebar work on the left sec. spillway pad. Concrete was poured around 11 am. Everything went well. Pioneer is now removing dirt and wood pads along the left wall that they filled in to allow their excavator to access the dam area. This will be completed on Monday.
We have been lucky with the weather challenges, but it looks like the promised JULY 4 COMPLETION DATE will be realized.

LAKE QUINN DAM CONSTRUCTION UPDATE March 20, 2020 Greetings, I have been in touch with Pioneer Project Superintendent, Scott Torquati, all through the winter months and as expected, the water levels have been too unpredictable to proceed with work. Our new dam engineer, Tad Moser, requested a project schedule from Pioneer. If the weather cooperates, Pioneer feels that once started the project could be completed in 30 days. Last week I talked to Scott about getting the project back on track. He has started up the pump to see if it can help drain the lake to a safe working level. LAKE QUINN DAM CONSTRUCTION UPDATE December 24, 2019 The primary spillway portion of our dam project is now completely finished. Our engineer submitted drawings to DEP for the modification of left secondary spillway project and they have been approved. Work on our dam will be continuing through the winter. Pioneer Construction has informed us that they want to get our project completed as soon as possible. There has been a short stoppage due to the water level getting too high, but as soon as the water level gets to a point where pumping will be successful they will start the pump and begin work. Our Engineer, Mike Propst, has retired and Tad Moser from JHA Companies has replaced him. Tad was involved with the beginning design of our dam when he worked for Keystone and we are very happy that he is available to assist us. Mike Propst stated that he would still be available for any assistance and guidance. While construction is going on, the ice on the lake is very unstable and dangerous. DEP has informed us that we must warn our members that the fluctuations in the water level will cause voids & cracks. Please stay off the ice for your own safety. 4/2/2019: Latest Dam Repair status:
They (Pioneer Const) are starting to mobilize the project. Tomorrow the pump will be delivered and connected to the drawdown pipes. They will be doing a complete cleanup of the area and preparing to close up the dike. Once they feel that we will be experiencing a dry spell they will be closing up the dike and begin pumping. They will work at a fast pace to get the new drawdown pipe in place and proceed with the rest of the project. At this time, they do not have any other plan to control the water flow except pumping.

Dam status: 12/10: The work will continue over the winter on the right side of the dam. A drain pipe, included in original plans, will be installed to continue drainage and reduce the need for expensive pumping. Tents and heaters will be installed to allow concrete work during this period. Issues have been discovered on the left side of the dam, which need to be examined more closely for scope of repair. As construction continues at the dam site, the environment around the dam is unstable. It is very important that everyone not directly involved in dam repair stay away from this area, including walking on the ice near the dam.
Next update when developments occur.
Dam Status: several issues have surfaced that have affected the repair of the dam. Work on the dam has been suspended temporarily. The pumping is continuing, and our engineer and contractor, with approval from DEP, will be adding a drainage pipe, to reduce the need for pumping. We will continue to work with all parties to resume construction as soon as possible.
There is currently no confirmed completion date, but we will let you know in this website as developments occur.

In response to concerns about increasing occurrences of speeding on Lakeshore Drive, the Lake Quinn Association has re-installed speed bumps at several locations on Lakeshore. Please be aware, and help us resolve the speeding problem at the lake.
NOTICE: Pioneer Construction was awarded the Dam Restoration Project . We are awaiting the go ahead from the Dept of Agriculture, so we can move forward with drawdown.
NOTICE: The entry (apron) on Lakeshore Drive at the entry to the Lake will be paved on Thursday, August 18. The road will not be closed during this paving, but could be reduced to one lane.
FISHING TOURNAMENT RESULTS: Thanks to all who participated in the 2016 Fishing Tournament on July 16 at the base of Dazel Dr. There were about 40 participants in the senior and junior sections. Fishing was good, even though the water level was low as we have not gotten rain.
Congratulations to all that won, and better luck next year for those who didn't.

In response to concerns about increasing occurrences of speeding on Lakeshore Drive, the Lake Quinn Association has re-installed speed bumps at several locations on Lakeshore. Please be aware, and help us resolve the speeding problem at the lake.
NOTICE: Pioneer Construction was awarded the Dam Restoration Project . We are awaiting the go ahead from the Dept of Agriculture, so we can move forward with drawdown.
NOTICE: The entry (apron) on Lakeshore Drive at the entry to the Lake will be paved on Thursday, August 18. The road will not be closed during this paving, but could be reduced to one lane.
FISHING TOURNAMENT RESULTS: Thanks to all who participated in the 2016 Fishing Tournament on July 16 at the base of Dazel Dr. There were about 40 participants in the senior and junior sections. Fishing was good, even though the water level was low as we have not gotten rain.
Congratulations to all that won, and better luck next year for those who didn't.
